What is the TEC Certificate Number?

The Ministry of Communication and Information Technology established the Telecommunication Engineering Centre in 1991 to help the Department of Telecommunication with the development, implementation, monitoring, and regulation of standards and policies regarding the secure and safe use of new cutting-edge technologies in the telecommunications industry. Based on standards and specifications developed by TEC, the Telecommunication Engineering Centre (TEC) provides certain certifications and licenses to equipment used by the telecom industry.

Every telecom must obtain a certification by TEC (Telecommunication Engineering Centre), thereafter a TEC Certificate Number is generated, which is a unique identification number to be associated to the equipment, for which the TEC Certificate has been granted. This certificate states that the product is in compliance with rules and regulations laid down by the TEC.

Mandatory Testing of Telecom Equipment

A TEC Certificate could only be obtained on a voluntary basis prior to 2019. However, in accordance with the requirement outlined in the Telegraph (Amendment) Rules, 2017, all telecom equipment must pass mandatory testing and receive a subsequent certification before being made available on the Indian market. This led to the notification of a thorough procedure for the mandatory testing and certification of telecom equipment. The testing must be carried out by labs that TEC has authorised for this purpose, and the TEC certificate must be issued based on the test reports. Smart cameras, mobile user equipment, routers, modems, cordless phones, and tracking devices are a few examples of equipment that must receive a TEC certificate in order to function in the Indian market. To ensure consumer safety and that the equipment complies with both national and international requirements, obtaining a TEC certificate is essential.

Pre-requisites of obtaining a TEC Certificate

Few points listed below should be considered before applying for a TEC Certificate:

  • An authorised signatory designated by the product's Indian producer if the manufacturer is Indian.
  • An authorised Indian representative or a company chosen by AIR will handle certification for imported goods. The AIR must be a company registered in India and if applicable, a memorandum of agreement between the AIR and the foreign manufacturer.
  • If the manufacturer is an Indian entity, documentation of business entity registration .
  • Test results made in accordance with TEC standards by an Indian lab that has been approved by TEC in this regard.
  • Information regarding the company's registration
  • Information about the business's trademark
  • Information about the company's brand
  • The procedure to apply for a TEC Certificate:

    Now that you are well-versed with the prerequisites, let’s move on to the necessary steps to be followed to apply for a TEC Certificate:

  • Registration on the MTCTE Portal- All the applicants of a TEC Certificate must necessarily register on the MTCTE portal, fill up the application and provide all the relevant documents.
  • Reviewing Application- Thereafter, the TEC will review the application and ensure that all the documents uploaded have no errors and shortcomings. If there is an error in any of the documents, it is conveyed to the respective applicant and can be rectified.
  • Submission for Testing- After the registration of the application, the applicant must submit his application for testing and certification. In this step, he must select the product to be tested and provide information such as a Bill of Material, location of the manufacturing units, etc. After the submission of the application, the applicant must pay the required testing fee.
  • Testing of the Product- The subsequent step is to select an appropriate CAB or a Conformance Assessment Body from the CABs listed on the official portal get his products tested.
  • Issuance of Certificates- After testing of the product and submission of the test reports, the TEC will review the reports, thereafter it will issue a TEC Certificate.
